1vs1 Draw glitch and their glitch abusers

I would like to report a glitch that 2 players 'admitted' to using as they talked to each other. When red half explained it I asked him how it's done and to report it and as you can see he did neither:

Back on-topic, it sounds like he's saying that drawing in a 1v1q match gives you the rating bug.
