I first presumed it to be the new XP system. Then I realized I had had more than 15 wins and a lower level than him, and so presumed a bug. Later in the game (When I was owning them all [NOTE: He only has 5 territories]) he attacked an 8 of mine with a 3, and won. 2 left over. Noone with only 5 territories would do that unless they were sure of success. Also, due to there only being a maximum roll of 18 with 3 dice, it's ridiculously hard to beat an 8 with a 3 (although possible). Continuing with the theme of his dice roll, I noticed it was above 20, which completely removes the theory that he just had an awesome role.
So..Bug or Hacker?
