Extended turns

The reason I opened up this topic is because of a constantly occuring glitch. During one of the games I entered one player was idle and when it went past 3 turns they still werent kicked. It kept going for 9 utrns until the person finally left. It was kinda annoying too since I had to wait every time it got to him for all his time to get wasted 9 times.

Was the unit placement "manual"? If so then he could just wait whole his turn and later put just one unit himself. When though his time passed he was active - no kick for him.
If it was any other type - it is possible that he used "End Turn" right when his time ends.
Both are common ways of annoyance.
