Purchased Item, not letting me use it

I purchased the (+10) troop count, and it worked like once, but it has not worked since then. I am curious why this is happening because it says that it is purchased on my "shop" screen but is not working.

Lopdo (the dev) stated that it effects "no upgrades disables all upgrades, army stack upgrade, boosts and race bonuses as well"
I've never figured out how you can tell how many people anyone but yourself is getting for the re-enforcement action though.

Also, try logging out, and back in.
